How these lists are chosen
Each segment is a cut of the market that people search for on its own terms — the top of the market by price, the Live Series rarity ladder, and the tiers that matter when you are building rather than buying. They are a fixed, curated set rather than every possible combination of filters, because a list is only worth its own page if there is a reason to read that list specifically.
Three of them exist because neither major competitor organises the market by what you can afford. A price ceiling is the constraint almost every player actually plays under, and it changes which cards are worth knowing about far more than rarity does.
A card with no buy-now listing is left out of these lists rather than shown at zero stubs. Nobody selling a card is not the same thing as the card being free, and treating it as zero would put unbuyable cards at the top of every budget list.
